AL4D Does Not Shift When Cold

My local transmission shop serviced the tranny and adjusted the modulator. But they could not identify the problem because when they test drove the tranny/engine was warm. Was advised it may be a vacuum leak. Driving at 25 mph with tranny/engine stone cold engine rpm reaches 3000-3500 with no shifting. Transmission manually shifts fine. Once engine/tranny reaches normal operating temperature transmission shifts smoothly. These symptoms do not convince me it is a vacuum leak.
No fault codes are present. Engine Coolant Temp Sensor?????

Mine does the same thing......an A4LD trait from what I've read.

Mine did that and it was the governor. They were hard to find, it took the trans shop a couple of weeks to find one.
If you research online sometimes you can recondition them, that didn't work for the trans shop on my trans.

Thank you for your reply. Could be my problem. I also found this Ford shop training video specifically for the AL4D.

All, it was the governor. My transmission shop properly diagnosed the problem and corrected.
