my 86 is running like crap ive noticed that the fuel pump runs constantly and truck seams to be over fuel like crazy its blowing black smoke and the plugs are black. ive tried scanning for codes with the jumper wire trick but couldn't get anything out of it. what controls the fuel pump shut off and how come the jumper wire code trick wouldn't work. any help would be great thanks.

I would take a look at the fuel pressure regulator. Pop the vacuum line off and see if there is fuel there... if so the regulator is bad.

If it's dry... put a fuel pressure gauge on it.

Have you checked your fuel pressure? If pressure is within specs... you may very well have an injector or two leaking. A quick way to check leaky injectors would be to monitor your fuel pressure gauge while running... then shut it off and see if the fuel pressure drops.

Just because it's a new pressure regulator... it doesn't mean it's any good.
