Wiper delay

Can anyone tell me where to find the wiper delay? My wiper only works on high and will occasionally stop for no reason. Ive swapped out the switch and wiper motor with known good units. Symptoms remain unchanged so there must be a wiper delay module somewhere in the system. I checked the diagrams and could not find anything pointing to one and I followed the wiring as far as I could under the dash. If anyone knows where it is and what it looks like that would be great. My 86 manual shows it as a cube with 2 mounting ears that fasten it above the drivers kick panel above a Brake pedal support rod. There is a ground wire coming out of the module that fastens to the lower of the 2 screws.

Thanks I'll dive under the Dash again and have another look. Does anyone know if it can be just bypassed so I could at least have two speeds until I can replace the module?
