91 4.0 running rough when in gear

So I finished my 91 4.0 swap into my 90 bronco II the engine purrs like a kitten at idle and will rev pretty good, but when I drop it into gear it stutters and acts like it wants to stall. I have checked for vacuum leaks and have cleaned the IAC to no avail. It is also running very rich and has a hard time starting. It takes about 4 trys before it fires up, cranking 3-5 seconds each time. Im hoping all these issues are related to one problem just dont know what the problem is. What I need to know is how the IAC should function. Right now when I unplug it while the engine is idling nothing happens the engine keeps the same RPM and does not die. I have heard that unplugging it should cause some change. Does anyone know for sure or can they verify this for me? I dont want to drop $60 on a new one if thats not the issue. It ran fine when it was in the donor so not sure whats up here. Thanks
