Low voltage to the fuel pump relay on an 88

I am working on fixing a fuel system problem on my 88 manual transmission Bronco II. I have checked the voltages coming to the fuel pump relay with the key in the on position and have found that the voltage from the yellow wire that feeds the fuel pumps is at 12V, but the red switch wire from the controller is only seeing 2.5V. I have looked at all of the available wiring diagrams and believe this wire is fed from the ignition switch and the PCM. Any ideas as to what is causing this voltage drop. Any suggestions on places to look for loose connections or bad grounds or where this wire originates so I can run a replacement.

Turns out it was a bad EEC relay.
