My instrument panel lights and running lights do not come on when the switch is pulled out to the first or second position. Fuses are good, When pushing the release button in to remove the shaft they would come on, go off when the button was released. I went to autozone and bought a new switch. No instrument or running light. If. I apply power directly to the correct wire, lights come on. Is this the wrong switch or is it defective

Sounds like its a loose pin/ wire in your cluster or multi switch I've had similar problems like that with my turn signals and headlights and swapping switches made no difference,
I started wiggling each individual wire and eventually found the culprit, a Badly corroded wire in the steering column harness
Good luck!
