no power, sputtering, fire from exhaust, bad idle

I own a 88 ford B2 with the 2.9, this thing has no power.. When i step on the gas, it just sits there and sputters and coughs, cant do over 60 mph because it doesnt have the balls to, and spits fire from my exhaust. Also when i start it up in the morning it idles perfect, and then i drive it for 30 seconds, the idle is really low and idles rough for 30 seconds, and the throttle response is really really fast, and then 30 seconds later it idles perfectly fine as if there were a switch, but it still has no power while flooring it.

I changed the following: Spark plugs, wires, cap and rotor, fuel filter, both fuel pumps (they work) and throttle position sensor. Oh and i can only go like 220 miles on a full tank with LT235/75/15 tires and last week i was able to do 400+ with it still running like crap. idle seems fine, but its off and on where its rough, the cap is held on with a zip tie because the plastic broke where the screw goes
