Tach and fuel gauge problem

I just purchased a 1990 bronco II over the weekend and I'm trying to get a few things working right.

The tach is constantly reading high. It shows to be around 1500 at idle and continues to read high while driving. I know it isn't accurate. Also when lowing rpms the needle comes down really slow.

As far as the gas guage, the gas tank is empty when the gauge reaches a quarter tank.

I was wondering if these problems could be tied together such as a malfunctioning cluster or are these their own separate problem?

Is the float in the tank sticking up? I'd try running it lower then shaking the truck to see what effect that has on the gas gauge. Be aware it could stick completely and stop reading even to 1/4 tank.

The tach actually sounds like what one will do if you really do have high rpms due to a vacuum leak.
