Turn signal is not blinking

Hi, I post here because I met problem with my front left turn signal (driver's side) which is not blinking just solid light on the bulb and also on the dash. On the right side the light is blinking maybe a bit slowly.. but it is working. Hazard are working properly. Have an idea? There is a yellow wire cut near the socket, not sure it's explain the problem because it looks the same on the other side and it is blinking.. picture attached..

I'm not too good with electrical, but 90% of the time its a ground problem. Find and clean all the grounds associated with that circuit.

A blown bulb will do that. Look at the rear light, is it working?

Hi and thanks for reply, I think it's not came from the bulb because when I remove the bulb from the passenger side to put it this side the turn signal is not blinking too.

At the rear , do you have both a running light (headlights on) and brake light (brakes on)?
