Axle pivot bushing install

I'm installing energy suspension axle pivot bushings in my 87 b2 and I'm lost as to where the big o-ring type bushing goes? The oem bushing didn't have anything that looks like that.

If I had to guess, judging on that picture, id say to prevent metal-on-metal contact between the arm and bracket.

This makes sense but the factory bushing didn't have one. I would safe that the Oem bushing would flex more then the energy suspension bushing?

The OEM bushing was bonded in place inside the sleeve of the beam, urethane replacements aren't, so that's why the extra piece is needed.
