Get a stick.

Most of the time no fuel gauge means bad sender, so a pump will be needed. OE ones are available for around $200. Airtex makes a good one that usually runs about half that.

If the trans dont shift out of first it usually either has internal damage, or the electrical plug is not connected, no plug connected means no power to the shift solenoids...Check to make sure the plug is connected to the trans, its right above the shifter linkage, also check on the firewall right above the trans, make sure that connector (trans harness) is connected as well

have you checked the fluid level in the transmission? the fuel gauge issue could be a bad chassi ground. id check to see if it were a ground before you start randomly replacing parts and waste a bunch of money.

Shift solenoid controls 3 to 4th shift.
Here is a possible list of problems
1. Improper fluid level
2. kickdown system damaged
3. governor valve sticking
4. intermediate band out of adjustment
5. vacuum leak to diphragm unit
6. vacuum diphragm bent, sticking, leaks

I would look at 1, 5 and 6 first then maybe 3
